Jaser Hmaid Abu Mousa

About 

Jaser AbuMousa was a Program Officer at the Swiss Agency for Development and Cooperation (SDC) in Gaza, Palestine, until the outbreak of the current war in the Gaza Strip on 7 October 2023. During the war, he lost his wife, Heba, two children, Hmaid (18) and Abdulrahman (8), and later his mother and sister in an airstrike in Deir Al-Balah.

He left Gaza with his two surviving children, Abdallah and Sham, and resided in the United Arab Emirates for 13 months while seeking medical treatment. Born in Khan Younis in 1979, Jaser holds a BSc in Civil Engineering and an MSc in Project Management, specializing in risk management.

His professional experience spans infrastructure, humanitarian response, security coordination, political analysis, and international development. He worked as a civil engineer in the private sector and with UN agencies, then joined UNRWA following Operation Cast Lead, where his social assessments were recognized among the best in the agency.

He led large-scale poverty surveys, managed teams of social workers and engineers, and oversaw verification of €30 million in EU-funded private sector reconstruction projects, working closely with the EU, business associations, and international stakeholders. Between 2006 and 2009, Jaser conducted political research in Gaza during a critical period of governance transformation, providing analysis to international clients.

He later joined the UN Department of Safety and Security, where he developed advanced security analysis skills and was top-rated within his team. During the 2014 Gaza war, he coordinated movements under fire, reported incidents in real time, and closely monitored political and security developments.

In his final role with the Swiss Mission in Palestine, Jaser served as Program Manager, overseeing complex portfolios and producing strategic biweekly analyses of political, social, economic, and humanitarian trends in Gaza. As a World Peace Fellow at Yale University, he focuses on postwar reconstruction models that prioritize Palestinian needs while rebuilding social cohesion.
